In October 2001 the government announced that a new defence headquarters would be constructed between Queanbeyan and Bungendore on the Kings Highway corridor.

Total Concept Projects underwent a vigorous tender to be handed the HQJOC project a job which TCP undertook with great enthusiasm. The project required over thirty TCP staff members to work collaboratively on the site, which involved extensive testing and design as well as a fully integrated audio visual system for 103 rooms all to be completed by November 2008.

The rooms were upgraded with the latest LCD and computer displays, with computer input capabilities on all screens. The rooms were also integrated with their own Video conferencing unit and control systems and to finish the project all rooms were designed and linked to directly interface with the Department of Defence network
